Project CN
CN is regUNDO’s most ambitious initiative: our own proposal to draft a new National Constitution for the Argentine Republic, built on unrestricted respect for individual rights and on legal deregulation as structural principles.
In recent years there has been real progress in deregulation and civil liberties. But everything achieved by law, decree or resolution can be undone the same way: with another law, another decree, another resolution. That is precisely the problem a Constitution is designed to solve.
A Constitution is not a government policy: it is the floor that no government, however large its majority, can move without first changing the rules of the game themselves. CN starts from a simple conviction: if freedom and individual rights depend solely on which majority legislates every four years, they are not guaranteed, they are on loan.
That is why CN does not limit itself to proposing a one-off reform. It seeks to raise to constitutional rank concrete tools that can be enforced in court, not a declaration without practical consequences. It also seeks to set explicit limits on the State’s ability to produce regulatory inflation, and to give economic freedom, property and individual autonomy the same rank and the same protection that civil and political rights have today.
A project of this magnitude is not written overnight. CN is being built through research in comparative constitutional law, open academic debate and the public discussion that a change of this nature requires before it is formally proposed. The goal is not to impose a text, but to offer one solid enough to hold up in public debate for as long as it takes.
